Shortly before midnight, SWAT teams were sent to the 32nd floor and found the gunman dead, apparently from a self-inflicted gunshot, the police said. The man had at least 10 rifles in the room.
Video shows Jason Aldean, the final performer of the night, running off the stage as gunfire erupted.
As victims fell, concertgoers screamed, ducked or ran.
Concertgoers described hearing round after round of gunfire. “This shooting was going on for at least 10 minutes,” said Jake Owen, a country singer who was on stage with Mr. Aldean when the shooting began.
Officials said there were about 22,000 people at the concert, part of a three-day country music festival. People were seen lying on the ground. Mr. Owen told CNN it was like “shooting fish in a barrel from where he was.”
Police officers told people to take cover near the festival grounds. Sunday night’s performance was the festival’s last scheduled show.
