The agency's director, James Comey has refused to disclose the name of the Islamic State (IS) jihadi, so-called Jihadi John, who speaks with a British accent, reported the BBC.
Comey also did not mention if the man, who has been identified, carried out the killings.
He however, added that the FBI identified the IS militant with the help of international partners.
Videos showing the beheading of American journalists James Foley and Steven Sotloff, and British aid worker David Haines were posted on the internet by the militant group a few weeks ago.
The life of another British citizen, Alan Henning, was threatened in the last video.
